CPS Process
The Planning Phase
In this phase the Planting Team details the
mission’s objectives and the time, money, people,
and other resources needed to execute those
objectives. The team develops this information and
then captures it in the Mission Plan.
The Planning Stage provides the teams with the
opportunity to incorporate best practices from
contemporary project management, especially the
practices related to developing a baseline plan for
a project. These best practices enable the teams to
develop plans that are measurable, meaningful,
and realistic.
The approved Mission Plan is evidence that the
Planting Team has met the objective of developing
a plan that is measurable, meaningful, and
realistic. Several elements make up the Mission
Plan, including the Strategic Ministry Plan, a high
level baseline plan for the Formation and
Transition Phases, and a detailed baseline plan for
the Start Up phase. The Strategic Ministry Plan
includes several components that extend the
Mission Proposal and the Feasibility Report into
actionable items that can be incorporated into the
Ministry Plan.
